Kaduna State’s internally generated revenue (IGR) has exceeded the highest figures recorded under former Governor Nasir El-Rufai, the Executive Chairman of the Kaduna State Internal Revenue Service (KADIRS), Comrade Jerry Adams, has revealed.
Speaking at a press conference on Tuesday, Adams disclosed that while El-Rufai’s highest annual IGR was ₦59 billion in 2022, Governor Uba Sani’s administration has already surpassed that, recording ₦62.48 billion in 2023 and ₦71 billion in 2024.
“This achievement is a result of strategic reforms, including the introduction of the PAYKADUNA Portal and other digital collection channels, which have enhanced efficiency and transparency,” Adams stated.
In contrast, he debunked El-Rufai’s claim that his administration generated ₦7 billion monthly, clarifying that the actual average was ₦4.9 billion, with much of the revenue coming from one-off back-duty recoveries and sales of government assets totaling ₦45 billion. Without these temporary inflows, Adams noted, the real recurring revenue was significantly lower.
Despite El-Rufai’s revenue claims, Adams revealed that KADIRS was left severely underfunded, with 80% of revenue offices in poor condition, insufficient operational vehicles, and neglected staff welfare.
However, under Governor Uba Sani, Kaduna’s IGR structure has been reformed for sustainability, with the state leading northern Nigeria in revenue performance and emerging as one of the top-performing subnational revenue agencies in the country.
With January and February 2025 alone yielding ₦14.16 billion, Kaduna’s IGR trajectory under Uba Sani is proving stronger and more sustainable than under El-Rufai, putting his administration’s financial management under fresh scrutiny.
