Nigeria’s Ministry of Defence has officially transitioned to paperless operations with the launch of an Enterprise Content Management System (ECMS), marking a major step in the digital transformation of the country’s defence administration.
The development was announced on Tuesday in Abuja by Defence Minister, General Christopher Musa (rtd), during the formal go‑live of the ECMS at the ministry’s headquarters. Musa described the initiative as a fundamental shift in how the ministry conducts national security business, stressing that it goes beyond deploying software to redefining efficiency, accountability, and decision‑making.
He explained that the move aligns with President Bola Tinubu’s Renewed Hope Agenda, which prioritises digital transformation and bureaucratic efficiency. Musa noted that the civil service is central to this agenda and must be modernised to meet global standards, adding that the ministry has complied with the December 31, 2025 deadline for Ministries, Departments, and Agencies (MDAs) to go paperless.
According to him, efficiency in defence administration directly impacts operational readiness, warning that delays in file movement or approvals could have serious security implications. He said the ECMS would speed up decision‑making, enhance information security through encrypted records, and preserve institutional memory via a secure digital archive.
Head of the Civil Service of the Federation, Didi Walson‑Jack, described the initiative as timely and strategic, noting that effective records management is crucial for a ministry at the core of national security. She added that deploying the ECMS on the OneGov Cloud enables secure digital records, automated workflows, and electronic approvals.
