A fresh controversy has erupted in Nigeria’s procurement sector as the Chartered Institute of Purchasing and Supply Management of Nigeria (CIPSMN) accused the Bureau of Public Procurement (BPP) of backing an illegal group.
In a statement sighted by The Sun, CIPSMN alleged that the BPP Director-General, Dr. Adebowale Adedokun, is “championing the cause of a deregistered association” called the Procurement Professional Association of Nigeria (PPAN).
According to the Institute, the so-called PPAN, in partnership with the BPP, announced a “Special Meeting/Workshop” slated for October 18 in Abuja, displaying the BPP’s logo and the DG’s photograph on its publicity materials.
“This development is disturbing and illegal,” CIPSMN declared, noting that PPAN was deregistered by the CAC in 2013 for violating Section 30(1)(a) of the Companies and Allied Matters Act.
CIPSMN accused Dr. Adedokun of using his office to promote unrecognized associations, describing it as “a deliberate attempt to undermine the lawful authority of CIPSMN.”
“This clearly indicates that Dr. Adedokun is the chief architect of this illegality,” the statement emphasized.
The Institute reaffirmed its legal position as the only statutory body authorized to train and certify procurement professionals in the country.
It cautioned practitioners to avoid “falling prey to illegal and unrecognized groups” and urged the Federal Government to investigate the BPP’s role in the controversial collaboration.
CIPSMN maintained that it will continue to defend professional ethics, accountability, and the sanctity of procurement regulation in Nigeria.
